Would you consider granting an extension for this RFP?
Two contractors have requested an extension as they are unavailable for site visits next week.
Is there a specific reason the GESA (Guaranteed Energy Savings Act) project and the Solar project are not being combined?
The Solar project potentially may rely on different financial models, such as Power Purchase Agreements (PPA) and leveraging specific tax incentives. These models do not necessarily align perfectly with the GESA framework. Certainly, It would be feasible for a contractor to include the solar project under GESA if structured appropriately.
Have you considered the Direct Ownership model for the Solar project?
With the recent Inflation Reduction Act (IRA) changes, government entities are now eligible for the ITC Credit through Direct Pay. This credit can be 30% or higher in areas classified as Energy Communities or Low-Income Zones. The Solar for PA Grant does not allow Power Purchase Agreements (PPAs), making Direct Ownership more advantageous.
Are we interested in solar shingles?
Yes
Do we have a shingle preference?
We do not have a specific shingle preference. However, the roofing contractor must be a certified shingle contractor, and installation must be completed by shingle manufacturing specs and warranty.

Can you clarify if the Requirements for Submittal listed on pages 5, 6, 7, and 8 (including project summaries and project specifics overviews and cash flow models) are due on January 5th? Or are those items only required as part of the “complete project proposals” for the short-listed developers (due February 5th)
January 5th Submission Requirements:
The RFP specifies that by January 5th, contractors are required to submit a notice of intent and a preliminary proposal, which includes a high-level design and indicative pricing. February 5th Submission Requirements:
The RFP states that more detailed and complete proposals, including cash flow models, project specifics, and comprehensive summaries, are required only for short-listed developers as part of the final selection process, with a deadline of February 5th.
